On April 8, The National Development and Reform Commission publicly solicited the opinions on Guidance Catalogue for Industrial Restructuring (Version 2019), which involved multiple products in rubber industry. The Catalogue consists of three categories, encouraged category, limited category and eliminated category. Before, the latest version of the Catalogue is Version 2011, now two documents are compared, and the industrial products with a relatively large change are summarized as follows.

It can be seen from the above list that the tire products have a relatively large change in the Catalogue of Version 2019. Except that it is still encouraged to produce high-performance radial tires, big-rim high-performance passenger car radial tire products no longer belong to the products of national encouraged category; the item of “intelligent manufacturing technology and equipment of high-performance radial tire” is newly added, the intelligent manufacturing technology and intelligent equipment of the tires will become a “new air port” which is recognized by the nation and can be vigorously developed in the future.
The items of synthetic rubber industry also have many changes, SSBR, etc. still belong to the products of encouraged category, however, the capacity requirement for newly-built project is increased from 30,000 tons/year to 50,000 tons per year; in addition, the capacity requirement for IIR, SBR, etc. has a significant change.
Besides that the above two products have a relatively large change, white carbon black product which originally belongs to the limited category also has some changes, the white carbon black of vapor phase method was identified to not belong to the products of limited category in Version 2011 while the white carbon black of high dispersion and vapor phase method does not belong to the products of limited category in Version 2019. In addition, the ordinary white carbon black with a capacity of 15,000 tons/year and dry-method palletized carbon black with a capacity of 15,000 tons/year (excluding special carbon black and semi-reinforcing carbon black) still belong to the products of eliminated category.
Rubber accelerator TMTD still belongs to the products of limited category, vulcafor NOBS and rubber antioxidant D belong to the products of eliminated category; and the all-steel cord project with a capacity of 30,000 tons per year is listed in the eliminated category.
In addition, the plantation and production of natural rubber and eucommia are still listed in the encouraged category, and the development and application of the recycling technology and equipment for waste rubber, etc. belong to encouraged category.
