On July 16, the Ministry of Commerce of the People’s Republic of China announced the preliminary finding of an anti-dumping investigation over NBR imported from Korea and Japan, which confirmed that relevant products of these two countries were dumped in China, and the domestic NBR industry suffered from substantive damage. Thus, the causal relationship between dumping and substantive damage is established.
According to Article 28 and Article 29 of the Anti-dumping Regulations, the investigatory apparatus decided to take provisional anti-dumping measures with provision of deposit. From July 16, when importing NBR from Korea and Japan, the importer shall provide the corresponding deposit to China Customs at the following margin rate.
The margin rate of the deposit: 12.0% for Kumho Petrochemical Co., Ltd., 15.0% for LG Chemical Co., Ltd., and 37.3% for other Korean companies; 30.0% for Japan Zeon Corporation, 18.1% for JSR Co., Ltd. and 56.4% for other Japanese companies.
