On August 11, 2017, the European Commission made an announcement for starting its investigation, declaring that it started an anti-dumping investigation into new and retreaded truck and passenger car tires imported from China; on October 14, it declared that it started an anti-subsidy investigation into the invested products imported from China. EU is an important market for China’s export of truck and passenger car tires. From 2014 to 2016, the number of truck and passenger car tires that China exported to EU respectively accounted for 9.42%, 10.15% and 10.73% of the total export volume of truck and passenger car tires. Therefore, the Ministry of Commerce of China, China Chamber of Commerce of Metals Minerals & Chemicals Importers & Exporters as well as CRIA all made statements that they were strongly opposed to EU’s declaration, believing that the industry in EU lacked evidence for the claim that products from China had been dumped there. CRIA held the opinion that since EU’s implementation of the Tire Label Law, tire companies of China had been actively conducting the green upgrading of products, ensuring all tire products exported to Europe meet the requirements of EU’s Tire Label Law. China’s truck and passenger car tires target a market that is different from that of EU’s products, thus causing no damage to the industry in EU. On the contrary, they are a useful complement to the gap in the EU market. In this sense, the anti-dumping measures are harmful to the trade relationship between China and EU. At present, the tire industry of China is actively coping with EU’s “anti-dumping and anti-subsidy” investigation into China’s truck and passenger car tires.
