Since January 1, 2017, China has adjusted some import and export duties upon examination of the State Council Customs Tariff Commission and approval of the State Council, among which rubber antioxidant TMQ and new energy vehicles were first classified under a separate entry, obtaining their own “identity cards” for international trade.

According to reports, with the revision of commodity classification catalogue in the Harmonized Commodity Description and Coding System (HS) by World Customs Organization in 2017, China has adjusted the regulations and items of import and export duties in a large range, in which the rubber antioxidant is subdivided into 3 tax items. After the implementation of the new 2017 HS, China’s total tax regulations and items have been increased to 8,547 and the structure of tax items will be more in line with the actual requirements of the development of international trade.

Experts believe that this coding system is a standard language for international trade. There were previously some differences between countries in the world about the management, classification and taxation of the rubber antioxidant TMQ, new energy vehicles and other products, which, as a result, brought many unnecessary troubles to enterprises of related industries. Therefore, this revised harmonized system can effectively eliminate international trade barriers and promote the execution of a unified commodity classification in global market.

The HS is a fundamental basis for identifying the description of commodity, HS code and taxation, equivalent to the identity codes of all commodities. The HS is revised every 4~6 years.
