The Government Wishes to Invest in High-Performance Radial Tires in Midwest Areas

The National Development and Reform Commission revised the Catalogue of Advantageous Industries in Midwest Areas for Foreign Investment in cooperation with departments such as the Ministry of Commerce. As can be seen in the catalogue, among the 22 provinces (cities and districts) in the Midwest area, twelve actively attracted foreign investment in the production of high-performance radial tires.

High-performance radial tire products include the production of the tubeless truck radial tire, high-performance passenger car radial tire (above 15 inches) with low fracture surface, flattening (lower than the 55 series) and big rim, the aviation tire and the farm-oriented radial tire. These places include Liaoning Province, Jilin Province, Heilongjiang Province, Anhui Province, Jiangxi Province, Henan Province, Hubei Province, Guangxi Zhuang Autonomous Region, Chongqing Municipality, Sichuan Province, Ningxia Hui Autonomous Region and Hainan Province.

In addition, Shanxi Province hopes that foreign investment can be directed to the program of steel wire core rubber conveyer manufacture; and the Inner Mongolia Autonomous Region encourages investment in programs like high-performance silicone oil, silicon rubber and resin, high-quality fluororesin, high-performance fluororubber, fluorine-containing fine chemicals, high-quality fluorine-containing inorganic salt, etc. Three Provinces of Anhui, Jiangxi and Henan encourage shoe-manufacturing programs involving leather shoes, sneakers, etc.; Hunan Province encourages the complete equipment manufacturing program of new-type rubber machinery; and Sichuan Province encourages the programs of manufacturing fluorine-containing fine chemicals and high-quality fluorine-containing inorganic salt.

It is known that the recent revision of Catalogue of Advantageous Industries in Midwest Areas for Foreign Investment is meant to expand the scope where foreign investment is encouraged in the Midwest area, thus attracting foreign investment. Principles to be observed: Firstly, adapt to the new trend of industrial transfer of foreign investment. The Midwest area should be supported in undertaking industrial transfer so that it can develop export-oriented industrial clusters. Secondly, give full play to comparative advantages. Based on the industrial basis and advantages of the Midwest area in labor forces and resources, industrial entries should be added that have significant pulling effects on local economic development. Thirdly, optimize the utilization of foreign investment structure. Transform and upgrade traditional industries, promote development of the service industry and strictly control programs with overcapacity. Fourthly, combine with the reality of investment attraction.
