On July 1, the new standard on compound- ed rubber was officially implemented. This standard was controversial from preparation to implementation. In new standard, the con- tent of raw rubber in compounded rubber was largely reduced from over 95% into 88%, it in fact changed compounded rubber into a new “composite material”, which no longer belonged to the scope of raw material, and it had a great influence on the use of downstream enterprises. Through the experimental verification of up- stream and downstream enterprises for over one year, new standard was difficult to be realized in both technology and operation. Practice proved that new standard had little effect on relief of difficulty of natural rubber planting industry, nor did it increase the price of natural rubber, however, it had direct influence on tire industry, it brought about great difficulty to the production of tire enterprises and largely increased the pro- duction cost of the enterprises.
