Study on Development Strategy for China Rubber Industry Power Formally Released

On October 16, Deng Yali, the president of CRIA, announced the formal release of Study on Development Strategy for China Rubber Industry Power (hereinafter referred to as Strategy for Rubber Industry Power) on the sub-forum of China International Rubber Industry Expo—“China Rubber Industry Power Development Forum & New Book Release Conference of Study on Development Strategy for China Rubber Industry Power” held by CRIA.
With comprehensive and rich content, this book systematically sums up the achievements of China’s rubber industry in the earlier stage of the “11th Five-year Plan” and “12th Five-year Plan” by authoritative detailed data and puts forward the targets and measures in the development strategy for China Rubber Industry Power in the next 5~10 years to reach the advanced technical level of the contemporary rubber industry, in contrast with advanced technologies in the world. Therefore, the Strategy for Rubber Industry Power serves as a compass during China’s development toward the global rubber industry power. Meanwhile, it also provides references for the development programs of the state, local governments, industries and enterprises during the “13th Five-year Plan” and “14th Five-year Plan”.
As introduced by Fan Rende, the honorary president of CRIA, there are four features in this book:
Firstly, it has comprehensive content with authoritative and rich data. This book includes product section and comprehensive section, covering rubber goods such as tires, cycle tires, rubber hoses & belts, rubber products, rubber shoes, latex products, comprehensive utilization of waste rubber and tire retreading, raw materials such as NR, SR, TPE, TPI, other bio-based rubber, carbon black, rubber chemicals and framework materials, equipment and testing devices such as rubber machinery, intelligent manufacturing of tires, moulds, test and inspection, and miscellaneous fields including tire marketing, e-business platform of tires, e-business platform of rubber products, tire enterprise information, tire technology patents and talents, summing to 25 articles of over 800,000 characters. It discusses the current situation and development of the global industry, current situation and development of China’s industry, contrastive analysis of industrial level at home and abroad, target of power, strategic measures of power, some standards, policies, technologies and test conditions as well as appendixes indicating foreign market information.
Secondly, the strategic power target is quantized in details for the first time. According to the industrial modernization evaluation methods complied by such authorities as Chinese Academy of Social Sciences and Ministry of Industry and Information Technology, in combination with specific conditions of China’s rubber industry, CRIA proposes the Modernization Level Appraisal Methods of China’s Rubber Industry, and uses 13 specific indexes on 5 aspects of efficiency index, technical innovation index, international competition index, information index and sustainable index to express the technical-economic indexes of the rubber industry power strategy in 2020 and 2025.
For example, by 2025, with regard to the efficiency index, the sales amount of tires per capita will increase to RMB 1.721 million yuan from current RMB 1.2 million yuan, and the profit ratio of sales will increase to 8% from 4.7%; the sales amount of rubber products per capita will increase to RMB 1 million yuan from RMB 500,000 yuan, and the profit ratio of sales will increase to 11% from 5%. With regard to the technical innovation index, the international level of tire equipment will increase to 76.9% from 70%, and that of rubber products will increase to 80% from 30%; the proportion of R&D expenditure of tires in sales amount will increase to 2.4% from 1.4%, and that of rubber products will increase to 2.5% to 0.4%. With regard to the international competition index, the ratio of export price to import price of tires will increase to 0.8 from 0.38, and that of rubber products will increase to 0.7 from 0.4. With regard to information index, the information integration of tires will increase to 81.6% from 50%, and that of rubber products will increase to 80% from 20%. With regard to sustainable development index, the repeating utilization factor of both tires and rubber products will increase to 95% from 80%.
Thirdly, the rubber industry power route map is designed for the first time. Upon analysis on technical indexes in rubber industry such as industrial concentration, enterprise competitiveness, quality and brand, sales amount per capita, profit ratio of sales, proportion of R&D expenditure, patent quality, proportion of information input, information rate, information integration, output value of coal per ton and output of coal per ton, the route map of development strategy for China rubber industry power is fully made.
Fourthly, it embodies the power of collective work. This book has been compiled by CRIA for 8 years since the proposal of “constructing the rubber industry power” in 2006, the inclusion in work plan of CRIA in 2011 and the restart in 2013 when Chairman Xi called on the two centenary “Chinese Dreams”. In the Strategy for Rubber Industry Power, China is striving for entering the initial stage of rubber industry power at the end of the “13th Five-year Plan” (2020) and entering the intermediate stage of rubber industry power at the end of the “14th Five-year Plan” (2025).
Fan Rende indicated that the focus of accelerating the rubber power construction lied in the improvement of product quality, automation level, information level, production efficiency, environmental protection and economic benefit. In the next 10 years, the gross output of rubber industry will keep increasing, but the per capita growth will be below the current level. Meanwhile, the internationally leading scale influence and export share of China’s rubber industry shall be consolidated continually. From 2013 to 2020, the sales amount of China’s rubber industry will increase by 7% annually and reach RMB 1490 billion yuan by 2020; from 2020 to 2025, it will increase by 6% annually and reach RMB 1990 billion yuan by 2025.
It is reported that it is a long-cherished wish for several generations of people engaged in China’s rubber industry to construct a rubber industry power. The issuance of Strategy for Rubber Industry Power will surely boost the construction of China rubber industry power.
